PPMI is a leading European research and policy analysis centre. We are a trusted partner, providing actionable insights, facilitating shared understanding among stakeholders, and supporting positive and lasting change. On 6 July 2023, PPMI joined Verian Group, a world leading, purpose-led and independent research, evidence, evaluation, and communications agency, providing services to government and the public realm. The deal enabled both organisations to strengthen their combined offerings across public policy advisory and evaluation, data and analytics, and behavioural and communications work, to support government, multi-laterals, business and civil society clients, when dealing with the most important and complex public policy issues around the world. We help public sector and civil society leaders from around the world by presenting evidence in a way that is simple, clear and ready to use.

PPMI goes the extra mile, consistently delivering work of the highest quality. Our methodologies and approaches represent the state of the art. We are experts in implementing complex field research, ranging from hundreds of interviews to international surveys with tens of thousands of respondents. We employ a wide variety of methods for data mining and analysis. All of this is made possible by an in-house team of dedicated researchers with backgrounds in political science, economics, sociology, philosophy, mathematics and computer science. Our researchers come from a variety of countries, and have backgrounds in academia, business and public service.

We collaborate with the best peers: leading public research institutes, prominent universities, market and data analysis companies, and software developers. Acting as a bridge between the private and public sectors, we employ the latest knowledge and cutting-edge expertise to solve complex challenges. Expert networks

  • Network of Experts on the Social Dimension of Education and Training

    Network of Experts on the Social Dimension of Education and Training is a DG EAC project which has been coordinated by PPMI since 2015. The network currently unites over 60 members and almost 120 affiliated experts. NESET provides reliable, independent and rigorous scientific support, country-specific expertise, and advice to the European Commission in relation to the equity and social aspects of all types and levels of education and training. The Network also acts as a knowledge broker, bridging the gap between EU policy coordination and the academic world.

  • European Expert Network on Economics of Education

    Starting from January 2021, PPMI coordinates the European Expert Network on Economics of Education (EENEE), a project of DG EAC, that covers the economic aspects of education and training. The topics of expected returns, future demand for skill, schooling quality and educational production, human capital, educational finance, research and innovation in education, and education for sustainable growth (incl. economic growth, green economy and technological innovation) fall under the scope of the Network. The Network brings together over 30 high-level experts working in the field of economics of education, covering all 27 EU Member States, the UK, the US, Turkey and the Western Balkan region.

  • A Network of National Experts on Education

    A network of national experts on education covers all 27 European Union Member States and all levels and sectors of education from early childhood to higher. The goal of the network is to strengthen the analytical capacity of DG EAC's country desk officers and reinforce DG EAC's country-specific expertise. Experts are responsible for preparing country briefings, assessing reforms and country progress, contributing to comparative studies, preparing and delivering presentations, attending meetings, and providing ad hoc support/expertise to DG EAC, all in the area of education.

  • The Independent National Experts on Adult Skills and Learning Policy

    PPMI is a joint coordinator of the independent national experts on adult skills and learning policy, located in the 27 EU Member States (led by ICF). PPMI oversees the work of experts in 10 member states (CY, CZ, EE, EL, HR, LU, LT, SE, SI, SK). The network of experts supports DG EMPL with critical country-specific analyses. In 2023, the network experts delivered two status reports, presenting the recent reforms and developments in adult learning, and a report on green skills in adult learning.

Sports Challenge

PPMI maintained its commitment to an active lifestyle, with participants covering nearly 13,000 km through walking, running, and cycling. The Sports Challenge, held from 5 April to 9 June, celebrated impressive efforts, and we look forward to even greater achievements in the years to come!

We have also continued to take part in various sports events, including the annual Vilnius Marathon, hiking events, and the festive Christmas Run.

  • Health Week 2024

    This year, our team had the opportunity to explore the benefits of volunteering, gaining a deeper understanding of how it profoundly affects both those who receive support and those who offer it. We discovered that the act of giving not only provides essential help to those in need but also fosters personal growth, well-being, and a sense of purpose for the volunteers themselves. Other parts of this year's Health Week were dedicated to general well-being:

    Health comes first
    On-site health check-ups, blood tests, and tick-borne disease vaccinations were made available to the PPMI team.

    Connecting and empowering through volunteering
    Volunteering at an animal shelter led to one lucky dog finding a forever home with a PPMI colleague! We also held a session to explore the positive effects of volunteering on mental well-being from the long-term volunteers with their true life stories.

    Mental health, diversity, and inclusion
    We hosted a session on fostering an inclusive, diverse workplace and creating supportive environments for all. Together with this idea, we had an anonymous survey where colleagues were able to share their perspectives and experiences here at PPMI regarding the feeling of an inclusive workplace.

    At PPMI | Part of the Verian Group, health and safety are at the core of our commitment to maintaining a secure and supportive workplace. Each year, our dedicated team participates in extensive training, covering areas such as First Aid, Civil safety, and Fire safety. These efforts highlight our continued dedication to protecting the well-being of our staff and ensuring a safe work environment for everyone.

Happy Office events & initiatives

At PPMI | Part of the Verian Group, we take pride in fostering a culture of giving back to the community. Our annual events, such as Christmas and Summer celebrations, serve not just as festive occasions but as opportunities to strengthen connections across our global team, fostering collaboration and inclusivity while celebrating our shared sense of community.

This year, we also embraced initiatives to make a meaningful difference. A particularly heartwarming moment came during a shelter dog-walking activity, where one of our team members adopted a dog in need of a forever home. To round off the year, we hosted a Christmas Charity Fair in collaboration with Vilnius Caritas, showcasing handcrafted items and encouraging colleagues to contribute their own creations. The event was a tremendous success, with all items purchased and significant donations raised for Vilnius Caritas.

We are immensely proud of our team’s dedication and enthusiasm, and we look forward to continuing to build on this positive momentum in the years ahead.

Sustainability

PPMI | Part of the Verian Group cares about and actively promotes a good working environment and the wellbeing of employees, as part of our “Happy Office” values. Building on this successful initiative, PPMI is now taking the next step by creating a sustainability strategy that will bring long-term benefits to the well-being of employees, the PPMI community, and the planet.

The sustainability strategy will focus on adapting and measuring progress towards the two areas where the company is working to become more sustainable: our projects and the internal operations of the organisation.

The sustainability strategy sets out three key priorities:

  • Providing policy advice that matters. Not only do our values inspire us every step of the way – our research reflects those values, providing valuable insights into such topics as Nature-based Solutions and green infrastructure, skills for the green transition and Learning for Sustainability, equality and inclusion, participation of marginalised groups, education, and other.
  • Facilitating the happiness and engagement of employees, to actively promote a good work environment and each other’s well-being.
  • Transitioning to become a climate-neutral company, by encouraging a greener office and less waste, and enabling employees to act sustainably.

A working group for sustainability at PPMI was set up in 2024. The group is responsible for planning resources, initiating actions, communicating and providing necessary training needed to achieve sustainability goals. In 2024, the group collected and updated all the prior work done for preparing a company Sustainability Policy; organised a town-hall to introduce colleagues to the process of moving towards sustainability; and initiated a company-wide survey on employee knowledge, attitudes and engagement with sustainability. Looking ahead at plans for 2025, focus groups with company employees will be organised to further refine and develop priorities, and to deliver the PPMI Sustainability Policy and action plan.
