Digitalisation of Business in the EU Member States: Initiatives, Impacts and Contribution to the Digital Decade 2023-2026

The primary goal of this study is to establish a robust annual monitoring system designed to collect, analyse, and report on the digitalisation of business strategies, individual initiatives, and the overall performance of EU Member States. The study aims to assess Member States' progress towards the achievement of Digital Compass targets on the digital transformation of businesses, which include dimensions of tech uptake, scale-ups & unicorns, and late adopters. To accomplish these objectives, the project is organised into three main tasks. The first task focuses on producing annual country reports for all EU Member States over the three-year study duration. This task will employ both quantitative methods, including indicator analysis and descriptive statistics, and qualitative research methods, such as mapping national and regional strategies addressing business digitalisation. Additionally, the study team will identify and document replicable best practices observed across Member States. The second task entails the production of annual cross-country analysis reports.  These reports aim to provide a comparative analysis of Member States' strategies and initiatives, incorporating a forward-looking assessment of challenges and opportunities in business digitalisation across Europe. To carry out this task effectively, the study team will collect data not only for EU Member States but also for non-EU economies, including the USA, the UK, Japan, and Canada. Research methods for this task include cluster analysis, indicator analysis, and policy analysis. The team will also work with an expert panel to identify future opportunities and challenges linked to business digitalisation in Europe. The final task involves the dissemination of study findings. The study team will validate the results of the draft country reports through annual Validation workshops with representatives of Member States. Furthermore, the main findings of the crosscountry analysis reports will be presented at annual Dissemination workshops.
