Equality and inclusion

Hedvika Janeckova is a Research Director and senior expert in equality policy, specialising in EU policy research, evaluation, data analysis, and technical assistance. She supports EU institutions and public authorities in developing evidence-informed policies through robust research, practical tools, and stakeholder-centred approaches.

She leads large multidisciplinary teams delivering complex projects across Europe, with responsibility for methodological excellence, strategic delivery, and stakeholder engagement. Hedvika works extensively with the European Commission, the European Parliament, and the European Institute for Gender Equality (EIGE), leading and contributing to flagship initiatives on gender equality, equality data and indicators, work–life balance and care, digital and online harms, and equality mainstreaming across policy areas, including transport and the green transition.

Her expertise spans research, evaluation, capacity-building, and policy implementation support. She is particularly experienced in translating evidence into practical solutions that strengthen policymaking and contribute to measurable impact at EU and national levels.

Luka Klimavičiūtė is a Research Manager with more than 6 years of experience delivering studies on employment, digitalisation and industrial policies. Her research typically focuses on quantitative methods: she has overseen a number of large-scale surveys, cost-benefit analyses, evaluations, impact assessments and a randomised control trial. Luka translates difficult concepts into easy-to-understand messages with the help of data visualisation tools. During her career, she has collaborated with the European Commission and its agencies, the UN, the World Bank, Oxford’s Migration Observatory, and Invest Lithuania.

Hanna has worked at PPMI since the beginning of 2011. Her main research interests and fields of work centre on education, children’s rights and well-being, migration, sustainable development, social inclusion and gender equality policies in Europe and beyond. She leads numerous studies covering education governance, educational assessment systems, school innovation and digital education, the professional development of teachers, inclusion and equity in education, education for sustainable development, and others. Hanna has led research projects commissioned by various Directorates-General of the European Commission, as well as the European Parliament, Eurofound, UNICEF, UNESCO and the ETF, covering various geographical regions including the EU, the Balkan countries, Eastern Partnership countries, the Caucasus and Central Asia, Africa. Hanna also currently serves as the Deputy Scientific Coordinator of the Network of experts on the social dimension of education and training (NESET), and the European Expert Network on Economics of Education (EENEE) – two key knowledge providers to the European Commission on various issues in education policy.

Cecilia Francisco Carcelén joined PPMI in 2020. Cecilia has six years of policy research experience in equality, gender and gender mainstreaming. At PPMI, she leads EU-wide projects on gender equality for EU clients, including the European Institute for Gender Equality (EIGE) and the European Commission, focusing on policy analysis from a gender perspective and providing gender-responsive recommendations. Through her experience using various gender mainstreaming methods, Cecilia also specialises in developing tailored practical tools and learning products to support EU policymakers in adopting a gender and intersectional perspective in their work. Cecilia is a ‘Participatory Gender Audit’ (PGA) facilitator certified by the International Training Centre of the ILO. As a PGA facilitator, Cecilia has the know-how to support organisational change for gender equality.

Stéphanie Crêteur is a Research Manager who specialises in the intersections of education policy, social inclusion and digital education, including AI in education. At PPMI, she combines advanced data science and NLP techniques with deep policy analysis to support evidence-based decision-making for EU institutions. Stéphanie manages complex multi-method research assignments for the European Commission and EU agencies, focusing on digital education, teacher support for AI integration, and inclusive education policies. She coordinates several expert networks, including ENESET, and leads initiatives such as the Expert Group on Digital Education Content.
