PPMI concludes the review of the implementation of the Beijing Platform for Action in the EU ('BPfA +30') for EIGE

PPMI (part of the Verian Group) successfully completed its collaboration with the European Institute for Gender Equality (EIGE) on reviewing the implementation of the Beijing Platform for Action (BPfA) in the EU. The study, conducted in preparation for the platform's 30th anniversary in 2025, assessed how the EU has implemented the strategic objectives of the BPfA's 12 critical areas of concern - ranging from poverty and the economy, to violence against women, decision-making and the environment - since BPfA +25. It provided an in-depth analysis of achievements, gaps and challenges at both EU and national levels, highlighting legal and policy actions promoting gender equality across the EU and its Member States.

Gender Equality in the Context of Multiple Crises

The study examined gender equality in the context of multiple crises, including the COVID-19 pandemic, the Russian war of aggression in Ukraine, climate change, migration and the rise of anti-gender movements. It explored how these crises have impacted progress and created challenges in achieving gender equality. Additionally, the study addressed EU megatrends and horizontal themes such as digitalisation, demographic shifts, gender stereotypes, gender-based violence and care responsibilities.

A Comprehensive and Robust Approach

Over a 12.5-month period, PPMI's research team conducted extensive desk research, reviewing legal and policy documents, academic literature and grey literature across the BPfA's 12 areas of concern. The analysis was supported by official BPfA indicators and EU-wide data, incorporating intersectional and life-course perspectives wherever possible. This multi-dimensional approach ensured that the study captured the diverse realities and experiences of women and men, girls and boys across the EU.

The team also assessed institutional mechanisms for gender equality at the EU level, focusing on structures, key actors and significant EU policy and legislative developments. Gender mainstreaming efforts were evaluated across various areas, including the green and digital transitions as well as EU budgets and funds.

In addition to the final report, which summarised the findings and recommendations, PPMI developed five policy briefs addressing cross-cutting issues related to multiple areas of concern. Tailored communication materials were also prepared to amplify the impact of the project's results.

To ensure robust and relevant conclusions, PPMI collaborated with leading gender equality experts and academics on thematic topics, facilitating preparation and peer reviews of the study's findings. The team also prepared meeting materials for EIGE's stakeholder discussions on the study's recommendations. This collaborative process ensured that the findings and recommendations are relevant to the evolving political landscape within the EU.

Review of EIGE's Gender Equality Index

The study included a critical review of EIGE's Gender Equality Index, aiming to improve its conceptual and measurement frameworks for monitoring gender equality across the EU. The team evaluated the Index to identify areas for improvement, ensuring it remains a reliable tool for tracking progress. Two stakeholder consultations were organised to gather expert feedback on refining the Index and updating the weights of its core domains, ensuring alignment with evolving policy priorities. PPMI also prepared meeting materials for EIGE's stakeholder meeting on the Index update. These efforts aimed to reinforce the Index's role as a vital tool for advancing gender equality across the EU.

Shaping the Future of Gender Equality

The study culminated in forward-looking policy recommendations designed to advance gender equality while addressing emerging challenges, such as those related to digitalisation and artificial intelligence, climate change and an ageing population.

Aligned with the political priorities of the new von der Leyen Commission, the recommendations aim to guide the development of a post-2025 EU Gender Equality Strategy, enhancing the EU's ability to advance gender equality while adapting to an evolving political landscape.
