Strengthening EU coherence in fragile contexts: contributing to DG INTPA's HDP Nexus evaluation synthesis

PPMI | Part of the Verian Group is contributing to DG INTPA's evaluation synthesis of the coordination dimension within the Humanitarian-Development-Peace (HDP) Nexus - one of the most complex coherence challenges in EU external action today. Our team brings dedicated research management and HDP expertise to the project, within a team led by ICF.

Despite the EU's strong commitment to coherence across humanitarian, development, and peace action, significant coordination gaps persist. Institutional silos, divergent funding cycles, fragmented mandates, and limited engagement with implementing partners continue to constrain the effective operationalisation of the HDP Nexus on the ground. The integration of the peace component, in particular, requires clearer guidance that safeguards humanitarian principles while enabling meaningful engagement with Member States and partners.

This evaluation reviews evaluations and studies from key EU institutions and Team Europe members covering the period 2015 to 2025, complemented by up to 40 stakeholder interviews and three participatory workshops. An AI-driven desk research tool will support efficient multilingual screening and analysis, underpinned by robust human-in-the-loop quality assurance throughout. A Theory of Change lens will also be applied to assess the assumptions underpinning DG INTPA's HDP Nexus coordination and to identify the factors that drive success.

The resulting findings and recommendations will strengthen DG INTPA's and Team Europe's programming, ultimately contributing to reduced vulnerability, stronger local resilience, and sustainable development in fragile and conflict-affected contexts.
