PPMI | Part of the Verian Group has completed work on the EuroCloud study for the European Commission (DG CNECT), carried out as part of a consortium led by NTT DATA and joined by Milieu.
The study provided the Commission with a robust evidence base to inform future policy decisions on EuroCloud - a proposed European federation of public sector-owned cloud infrastructures designed to strengthen the EU's digital sovereignty, resilience, and efficiency in the face of strategic dependencies on non-EU cloud providers.
Our team's contribution centred on the EU-wide targeted consultation, which served as the primary data collection instrument for the study. Our team designed and rolled out the survey across all 27 Member States, gathering 61 responses from 24 Member State national authorities, public IT providers, and research institutes. The resulting analysis produced the first comprehensive mapping of public sector-owned cloud capacity, utilisation, and investment plans across the Union, alongside individual country fiches compiling cloud data for each responding Member State.
These findings directly informed the study's recommended policy pathway and were developed in the broader context of the Commission's ongoing work on the Cloud and AI Development Act (CADA), to which the study results are expected to contribute.
CADA is a central component of the EU's AI Continent Action Plan, addressing current limitations in data centre capacity and cloud services while complementing the AI Factories and Gigafactories that supply high-performance compute for AI model training.
