PPMI to Analyse Baltic Labour Market Needs for the ‘Digital Explorers II’ Project

PPMI, part of the Verian Group, is pleased to announce its selection by OSMOS Global Partnerships to conduct a pivotal study on the talent needs, absorption capacities, and potential for Talent Partnerships in the Baltic states. This research is a core component of the "Digital Explorers II" (DEII) project, which aims to foster mutually beneficial talent mobility partnerships between the Baltic countries and Nigeria, Kenya, and Armenia.

As a leading European research and policy analysis centre, PPMI will leverage its extensive expertise in labour mobility, migration, and employment governance to deliver evidence-based insights. This study will support the DEII project’s goal of creating a favourable environment for addressing critical labour market gaps in high-value sectors.

Informing Policy with a Comprehensive Gap Analysis

The first part of the study will deliver a detailed Gap Analysis, providing a structured assessment of talent shortages in Lithuania, Latvia, and Estonia. The research will focus on high-value industries such as ICT, bioeconomy, cleantech, and defence, which are crucial for the region's economic development.
This analysis will establish a clear understanding of current and future talent needs by examining statistical data, policy landscapes, and stakeholder perspectives. It will map existing national policies for reskilling and attracting foreign talent, identifying overlaps and opportunities for joint regional approaches. The findings will culminate in actionable recommendations for Baltic governments and industry stakeholders on enhancing talent attraction and streamlining migration pathways for foreign professionals.

Assessing the Future of Talent Partnerships in the Baltics

Building on these findings, the second part of the project is a Feasibility Study exploring how the Baltic states can effectively engage in EU Talent Partnerships (TPs). Learning from the successes and challenges of initiatives like the Digital Explorers programme, this study will evaluate the potential for TPs to offer a sustainable and mutually beneficial solution to labour shortages.

The research will investigate the most viable scenarios for Baltic involvement in TPs, considering the needs of the EU, the Baltic states, and partner countries. Key aspects such as brain drain/gain dynamics, the role of public institutions, and the scalability of existing mobility schemes will be examined. The study will provide clear recommendations on creating an enabling environment for TPs to thrive, ensuring they contribute effectively to both economic growth in the Baltics and skills development in partner countries.
