PPMI is pleased to announce the start of the evaluation of the European Heritage Label initiative for the period 2018-2024. The European Heritage Label has been vital in enhancing the visibility of sites significant to Europe's cultural and democratic heritage. The current evaluation aims to examine the effectiveness, efficiency, relevance, coherence, and the added value of the EHL during the evaluation period.
The evaluation will also assess the initiative's performance in promoting Europe's cultural and democratic history and provide recommendations for future strategic developments. By examining both retrospective and prospective aspects, the project will evaluate past performance and guide future improvements, ensuring the initiative continues to enhance cross-cultural understanding and contribute to the diverse fabric of European society.
Methodological Approach
Our consortium, composed of PPMI and Verian, together with The Centre for Strategy & Evaluation Services (CSES), Fondazione Giacomo Brodolini (FGB) as well as experts in cultural heritage Tuuli Lähdesmäki and Rasa Gostautaite, will implement a mixed-methods approach for a thorough analysis of the EHL. Key components of our methodology include:
- Evaluation Framework Development: Establishing a clear and structured evaluation framework that includes defining the intervention logic of the EHL action.
- Data Collection: Utilising a mix of data collection methods such as desk research, case studies, surveys, interviews, and focus groups.
- Stakeholder Engagement: Engaging with stakeholders through targeted consultations, focus groups, and workshops to gather diverse perspectives and insights.
- Prospective analysis: Formulating strategic options for the development of future actions by conducting a Delphi survey and scenario planning to assess the potential impacts of various strategic choices.
- Analysis and Reporting: Conducting both statistical and qualitative analysis of collected data to produce an evaluation report outlining key findings and recommendations.
