PPMI (part of Verian Group) and TNO are leading the European Commission study ‘A Space for the Metaverse – Virtual World and the Transition to Web 4.0’, assessing key developments in internet technologies and establish a foundation for global dialogue on the governance of Web 4.0 and virtual worlds.
Members of the project team, Barbora Kudzmanaitė, Rūta Gabalina and Egidijus Barcevičius will moderate discussions at the Global Multistakeholder High-Level Conference on Governance of Web 4.0 and Virtual Worlds, co-organised by the European Commission and the 2025 Polish Presidency of the Council of the EU. The event will bring together key stakeholders to explore approaches for a responsible, value-oriented transition to Web 4.0, as well as standardisation challenges related to virtual worlds, including internet standards and their technical governance.
PPMI (part of Verian Group), together with TNO have developed a set of background materials for the conference, offering insights from expert interviews, workshops, and stakeholder consultations. These include:
- One Future Internet: Multistakeholder Governance for Web 4.0 and Virtual Worlds – an introductory document outlining the conference’s objectives and key themes.
- Background Document – an analytical overview of Web 4.0 technologies, governance challenges, and stakeholder perspectives.
- Input Document – draft policy and technical principles based on a participatory consultation process, set to guide discussions at the conference.
