Support services to the European Education Area strategic framework Working Groups (WGs) 2021-2025

PPMI and ICF have been contracted to support the European Commission with the coordination of its Working Groups (WGs) - a cornerstone of the EU's Open Method of Coordination (OMC). The purpose of the requested services is to allow for the continuation of mutual learning from 19 July 2023 until 19 December 2025, with the objective to appropriately develop and finalise the WGs deliverables and outputs until the end of this cycle. The objectives are two-fold: (i) to support to each of the five WGs managed by DG EAC: Working Group on Schools (Subgroup on Pathways to School Success; Subgroup on Learning for Sustainability); Working Group on Higher Education; Working Group on Early Childhood Education and Care; Working Group on Digital Education: Learning, Teaching and Assessment; Working Group on Equality and Values in Education and Training), and (ii) support the overall horizontal coordination of all seven EEA SF WGs, including the Working Group on Adult Learning and the Working Group on Vocational Education and Training and the Green Transition managed by DG EMPL.

PPMI is responsible for the coordination of the WG on Schools. The Subgroup on Pathways to School Success regards the promotion of better educational outcomes for all and well-being at school. This WG focuses on peer learning related to the implementation of the policy framework on a systemic approach for improving success at schools as envisaged in the Council Recommendation on ‘Pathways to School Success', adopted by EU Member States in November 2022. The Subgroup on Learning for Sustainability regards the response of the education and training system to the planetary crisis, and how to develop the sustainability competences and preparedness of education personnel, students, and the wider communities around learning institutions and centres. This WG focuses on peer learning related to the implementation of the Recommendation on learning for the green transition and sustainable development, adopted in June 2022. 

The type of mutual learning activities PPMI will support during the assignment are peer learning dialogue, action learning sets, study visits, mutual learning workshops, peer reviews, webinars, seminars and conferences. Before the activities, we will support with preparation of discussion papers, concept notes and other written input, and, if relevant, country questionnaire synthesis. During the activities, we will support the proceedings with notetaking, moderation of sessions and, if needed, logistical planning support. After the activities, we will prepare summary reports, key policy messages and adapt and finetune documents for dissemination.
