The study's aim is to provide support and assistance to the Commission for systematic (quantitative and qualitative) gathering of information, monitoring and assessment of the implementation of the EaSI strand of the ESF+ 2021-2027, including through fine-tuning and updating the EaSI strand monitoring system, analysing the EaSI strand performance and providing user-friendly reports helping in the dissemination of the information on the strand and its main results.
The study is organised into nine tasks:
Task 1: Measure progress on the Primary and Secondary Performance Indicators
Task 2: Revision and update of the quantitative and qualitative performance framework
Task 3: Revision and update of the stakeholders' survey and creation of a stakeholders' database and sampling strategy
Task 4: Revision and update of the structure of the report on projects and organisations
Task 5: Creation of an on-line database of projects and organizations.
Task 6: Gathering of quantitative and qualitative information on an annual basis
Task 7: Launch and analysis of the survey for EaSI stakeholders
Task 8: Analysis of EaSI funded activities under grants (projects and organisations) and contracts (procurement) and delivering reports on projects and organisations
Task 9: Analysis of the strand's performance to draft the quantitative and qualitative performance monitoring report.
The scope of the assignment covers both the previous EaSI programme 2014-2020 and current EaSI strand under ESF+ 2021-2027.
- For the EaSI strand under ESF+, the assignment entails to collected information on all of the inputs, outputs and outcomes produced under the EaSI strand under annual work programmes 2021, 2022, 2023, and 2024.
- For the EaSI programme, activities which were not included in the last projects and organisations' report of the previous EaSI programme will also be considered when analysing and drafting the subsequent projects and organisations' reports on EaSI funded activities. This information will also feed the future on-line database as per Task 5.
The geographic scope of the monitoring should cover the EU Member States and other participating countries, such as EFTA countries which are part of the European Economic Area (EEA); acceding countries, candidate countries and potential candidates to the EU and other countries which have confirmed interest to participate in the ESF+, for the EaSI strand.
