PPMI was contracted by ILO to conduct the final evaluation of the ILO-DFID Partnership Programme on Fair Recruitment and Decent Work for Women Migrant Workers in South Asia and the Middle East (WIF).
The health, welfare and safety of migrant workers in the Middle East continues to be a subject of enormous importance, especially given the scale of migration and the poor record of all these countries in protecting migrant worker rights with respect to legislation, regulation and practice. Work in Freedom (WIF) is a ten-year development cooperation programme supported by the UK Foreign and Commonwealth Development Office (FCDO) that commenced in 2013.
The evaluation covered the activities implemented by ILO in the countries of origins (South-Asia) and countries of destination (Middle-East), to improve the rights and well-being of female migrants. This evaluation covered the second phase of the project, covering the period of 2018 - 2023.
As the project has finished, the evaluation provided an overall review of the project's successes and challenges, but also provided recommendations for the design of future projects.
