Final Evaluation of ILO-IOM Project “Towards a Holistic Approach to Labour Migration Governance and Labour Mobility in North Africa (THAMM)”

The joint ILO-IOM project "Towards a Holistic Approach to Labour Migration Governance and Labour Mobility in North Africa" (THAMM) aims to improve the governance of labour migration and the protection of migrant workers in the North of Africa by supporting the development and implementation of coherent and comprehensive policy frameworks guided by relevant human rights and labour standards and based on reliable data and evidence. The project focuses specifically on Egypt, Morocco and Tunisia.

PPMI was contracted to conduct the final evaluation of the THAMM project, covering its entire lifetime and scope of activities. The evaluation is guided by the THAMM theory of change, and utilises the OECD/DAC evaluation criteria: Relevance, coherence, effectiveness, efficiency, impact, and sustainability.

For this evaluation, we cooperate with national experts in Egypt, Tunisia, and Morocco, who will carry out national-level interviews. At PPMI, we will conduct virtual interviews with regional stakeholders, and launch the online survey of beneficiaries.

The evaluation will provide insights into how the THAMM project functioned and how labour migration programming can be further improved in the future.
