Final Evaluation of ILO-IOM Project “Towards a Holistic Approach to Labour Migration Governance and Labour Mobility in North Africa (THAMM)”

The joint ILO-IOM project "Towards a Holistic Approach to Labour Migration Governance and Labour Mobility in North Africa" (THAMM) aimed to improve the governance of labour migration and the protection of migrant workers in the North of Africa by supporting the development and implementation of coherent and comprehensive policy frameworks guided by relevant human rights and labour standards and based on reliable data and evidence. The project focuses specifically on Egypt, Morocco and Tunisia.

PPMI was contracted to conduct the final evaluation of the THAMM project, covering its entire lifetime and scope of activities. The evaluation was guided by the THAMM theory of change, and utilised the OECD/DAC evaluation criteria: Relevance, coherence, effectiveness, efficiency, impact, and sustainability.

For this evaluation, we cooperated with national experts in Egypt, Tunisia, and Morocco, who carried out national-level interviews. At PPMI, we conducted virtual interviews with regional stakeholders, and launched the online survey of beneficiaries.

The evaluation provided insights into how the THAMM project functioned and how labour migration programming could be further improved in the future.
