This evaluation aimed to assess the implementation of the action during its first six years of existence (2011–2017), with a view of improving it in the upcoming period. The evaluation assessed the European Heritage Label action against five criteria: relevance, coherence, efficiency, effectiveness, and EU added value. The team also explored the sustainability of the action, its geographical scope and its possible continuation.
The team drew on desk research and stakeholder consultation. The latter included an open public consultation, interviews and focus groups.
