PPMI kicks off a study on the shift to learning outcomes in the European Union

PPMI joins efforts with the European Centre for the Development of Vocational Training (Cedefop) and in the next three years will deliver a study on learning outcomes in the European Union. The learning outcomes approach has been increasingly used by European countries in defining, reviewing and refining curricula, programmes and qualifications. However, little is known on the impact that the learning outcomes approach has on teaching, learning and assessment.

The study will identify and analyze factors influencing the take up of the learning outcomes approach and the transformation of intended learning outcomes into achieved ones. The focus will be on initial vocational education and training in schools and apprenticeships. As part of the study, we will explore how learning outcomes are embedded in pedagogical theory, curricula, teaching practice and assessment. This is expected to become the first step in a long-term research strategy that aims to better understand the conditions for high-quality vocational education, training and learning.

Together with partners and national experts, PPMI will conduct extensive desk research and case studies, carry out interviews, focus groups, surveys, field visits as well as national and EU-level workshops. We will also provide suggestions for supporting stakeholders and policymakers in addressing future challenges and opportunities in this area.
