PPMI is contributing to the study on the uptake of Simplified Cost Options (SCO) and Financing Not Linked to Costs (FNLC) for the Common Provisions Regulation (CPR) Funds in the 2014-2020 and 2021-2027 programming periods.
This study aims to verify the extent of actual and planned use of SCO and FNLC by:
1. mapping/quantifying the use of SCOs and FNLC in the 2014-2020 programming period for ERDF, CF, ESF, EAFRD and EMFF;
2. mapping/quantifying the use SCO and FNLC in the 2021-2027 programming period for ERDF, CF, ESF+, JTF, EMFAF, AMIF, ISF and BMVI; and
3. exploring the primary advantages from the adoption of SCOs and FNLC, identifying challenges hindering their implementation, and deriving essential lessons and recommendations that could improve and facilitate the use of SCO and FNLC in 2021-2027 and post-2027 programming periods.
Our research will build on data primarily collected via multiple online surveys targeting both authorities responsible for implementing relevant programmes and their beneficiaries. This data will be supplemented with information gathered through extensive desk research, two online focus groups with national authorities responsible for coordinating ERDF/CF/JTF and ESF+/JTF programmes and more than 400 interviews.
The project is led by our partners t33 (Italy). PPMI is responsible for all elements of the study concerning the uptake of FNLC.
