PPMI evaluated a UN programme with a tri-agency approach!

PPMI completed an interesting programme evaluation covering the work of three UN agencies.

The Governance of Labour Migration in South and South-East Asia (GOALS) programme is a joint regional UN programme (IOM, ILO, UN WOMEN) aiming to address challenges in labour migration governance in the region, to better protect (women) migrant workers.

Besides applying the traditional OECD/DAC criteria, the evaluation team focused especially on the coordination and added value creation among the three UN agencies (as linked to the larger "One-UN" approach). Furthermore, as the programme focused on both regional and national stakeholders and objectives, the evaluation explored whether the benefits of the "elevator approach" (bringing national results to the regional level, and regional-level results to the country-level) were indeed achieved and whether this model worked (it did!).

It was an interesting assignment, taking into consideration the needs and expectations of three agencies. We look forward to future assignments assessing intra-UN collaboration in similar models.
