Stakeholder consultation and needs assessment for the new PROGRESS Programme
The PROGRESS programme addresses five areas: employment, social inclusion and social protection, working conditions, anti-discrimination, and gender equality. The project team assisted the client in the preparation of the successor programme to PROGRESS for the new programming period (2014-2020), particularly by contributing to the ex-ante evaluation of the new financing instrument.
The team mapped relevant stakeholders in all EU Member States, candidate countries and Serbia, where relevant public authorities, social partners and NGOs working in the field of equal opportunities were identified and a database of their contacts was built. Following the mapping exercise, the team categorised the stakeholders, built a questionnaire and carried out a consultative survey to assess the needs of various stakeholders and to collect their inputs into the new programme.
