HLE on Promoting Fair and Effective Labour Migration Policies

The ILO has commissioned PPMI to conduct a High-Level Evaluation of its labour migration policies. Labour migration has been a part of ILO priorities since its establishment in 1919, and its Constitution calls for "the protection of the interests of workers employed in countries other than their own". For this purpose, ILO has drafted and promoted various conventions to protect migrant workers and actively cooperates with governments to support national efforts to protect migrant workers.

The purpose of the current high-level evaluation was to provide insight into the work of ILO on labour migration over the 2016-2020 period. In particular, the evaluation:
·      Provided an account to the Governing Body regarding performance of the strategy and key results; 
·      Provided an opportunity to learn what works well and what less well in the implementation of ILO’s strategy for promoting fair labour migration
·      Supported the Office and the constituents in making informed decisions about the future directions on this theme.
·      As requested by the GB, assessed the impact and effectiveness of the work on fair recruitment in particular

PPMI's evaluation reviewed the relevance, coherence, sustainability, effectiveness, and efficiency of the ILO’s strategy for promoting fair labour migration, programme approach, and interventions. It also provided forward-looking findings and lessons learned, and emerging good practices for improved decision-making. Additionally, the evaluation provided specific information on ILO's work on fair recruitment. To support the evaluation, PPMI involved Anthony Plant, an expert with a long track record working in the field of migrant work governance and forced labour.

The evaluation relied on the following methodology:
-     Desk research;
-     Quantitative data gathering methods (online survey);
-     Qualitative data gathering methods (interview programme, country case studies).

The evaluation was discussed by ILO's Governing Board session in October-November and adopted by the constituents. It will help shape the future directions of ILO policies and programmes to support labour migration and migrant workers.
