External evaluation of the European Centre for the Development of Vocational Training (Cedefop)
The main purpose of the assignment was to provide an independent external evaluation of Cedefop (a decentralised EU agency and centre of policy expertise in vocational education and training) focusing on the period of 2007–2012. The evaluation assessed the relevance, complementarity, effectiveness, impact and added value of the Centre's activities. It also evaluated Cedefop's governance structures, processes and their influence on efficiency and cost-effectiveness of the organisation. The evaluators aimed to provide useful lessons and recommendations for further improvement in the functioning of the Centre so that it would be increasingly capable of supporting evidence-based planning and implementation of European co-operation in vocational education and training. The research team employed a mixed-methods theory-based evaluation design drawing on desk research, interviews, surveys, social network analysis, and case studies.
