Evaluation of the operation of REA (2012-2015)
The Commission established the Research Executive Agency (REA) for the management of parts of the FP7 and Horizon 2020 programmes. PPMI was conducting the 2nd external evaluation of the REA, particularly on its performance between 2012 and 2015. The evaluation provided comprehensive answers to questions on rationale, effectiveness, operational efficiency and utility aspects of the delegation of the programme management to the Agency. The evaluation drew on a mix of different qualitative and quantitative methods including desk research, interviews, surveys and cost–benefit analysis. It helped the Commission to assess whether the creation of the Agency had yielded the expected results. The results were communicated to the REA Steering Committee, the European Parliament, the Council and the European Court of Auditors.
