Evaluation of the ETF Torino Process

The Torino Process was a biennial participatory process, which aimed to support ETF Partner Countries in monitoring and analysing their VET systems and policies in a lifelong learning perspective. The overall objective of this assignment was to evaluate the extent to which the Torino Process was relevant, coherent, effective, sustainable and created added value for the implementation of the EU policies. The evaluation covered the third (2014-2015) and fourth (2016-2017) rounds of Torino Process implementation. Geographically it spaned 25 partner countries. The evaluation included the identification and assessment of scenarios for the improvement of the next round of Torino Process. The analysis was based on desk research, interviews, participant observation and multi-criteria analysis.
