Evaluation of the effectiveness of the Economic Migration Regulation Strategy and preparation of recommendations for the action plan for 2009-2012
The main tasks of the study were to:
- analyse the extent of various types of Lithuanian migration and the factors behind them as well as to evaluate the effectiveness of the Economic Migration Regulation Strategy;
- develop a plan of public communication campaign;
- provide recommendations concerning measures for regulating economic migration in 2009 - 2012.
In order to collect relevant data the surveys of Lithuanians living abroad and return migrants were carried out. In addition, qualitative methods were used, including semi-structured interviews with key policy makers and experts. Three country case studies (Germany, Ireland and Spain) supplemented the report with in-depth interviews concerning the needs and motives of mobile population. Extensive desk research was widely used in every stage of the assignment.
