Assessment of the applicability of counterfactual evaluation methods and availability of statistical data to evaluate the impact of the EU structural support
The key aim of this study was to analyse the applicability of counterfactual evaluation methods and availability of statistical data for assessing the impact of structural funds' interventions in Lithuania.
The project team produced the following results:
- methodological guidelines on the application of counterfactual methods to be used by the contracting institutions as well as by evaluation community and other users of evaluation;
- a report providing suggestions on what public interventions could be evaluated using counterfactual methodology and proposing the relevant indicators;
- case studies of Italy, Poland and European Commission analysing their experience of using counterfactual methods to assess impacts of public intervention;
- analysis of the quality and accessibility of data needed for counterfactual impact evaluation and recommendations on how administrative data could be used more efficiently for impact evaluation purposes.
