Analysis of results of implementation of activities in the area of education and science financed by European Social Fund
The purpose of this evaluation was to collect systemic information on the material products developed in ESF-funded projects and to evaluate them. The assignment had two main stages. In the first stage the evaluation team mapped the products developed in 2004 - 2006 and 2007 - 2013 programming periods and developed their database. The database had almost 3000 entries on ESF-funded learning and methodological materials, education and study programmes, products developed for the improvement of management of education and research institutions (e.g. introduced quality standards), information systems, research reports and other products. These products mostly had value beyond individual ESF projects and their immediate participants, but had not been tracked in the structural funds monitoring system. In the second stage of the assignment the team conducted the evaluation of how their quality was assured and how the products were used after the completion of their ESF projects. The evaluation was based on 3 surveys of ESF project promoters, 11 case studies, interviews with the key stakeholders and analysis of monitoring data. The preliminary conclusions were discussed in focus groups. The evaluation report provided recommendations for the improvement of ESF-funded interventions.
