PPMI has recently launched an independent assessment of the Egyptian Strategy for Technical and Vocational Education and Training (TE 2.0), contracted by the European Training Foundation (ETF). This assessment, requested by Egypt's Ministry of Education and Technical Education, consider the strategy's implementation from 2018 to 2023. The goal is to identify significant achievements and highlight areas needing further development.
The assessment investigates the advancements across all five pillars of the TE 2.0 Strategy:
Pillar 1. Transformed Quality of Technical Education
Pillar 2. Transformed Relevance of Technical Education by Transferring to Curriculum-Based Education
Pillar 3. Transformed Teachers through Training & Qualification
Pillar 4. Transformed Schools through Employer Engagement & Work-Based Learning
Pillar 5. Transformed Image of Technical Education through Changing Social Perception
The Final Assessment Report will follow the structure of the assessment, offering an overall assessment covering all five pillars of the strategy, and then delving deeper into two specific areas, namely the quality of education and the role of the private sector within the TE 2.0 strategy. The report will also examine obstacles hindering the strategy's implementation, propose solutions, and compile lessons learned to offer guidance for further developing the strategy and its implementation.
The assessment adheres to the OECD's thematic framework and incorporates extensive data analysis, desk research, and stakeholder consultations through fact-finding missions, validation, and a dissemination event. Our balanced approach combines a formative assessment, which adapts to immediate needs, and a summative assessment, which measures long-term achievements against benchmarks, ensuring a comprehensive assessment of the strategy's implementation.
