PPMI has successfully concluded Phase 2 of its comprehensive evaluation study on Horizon Europe's Innovative Europe framework programme. The study's findings provide crucial insights for the programme's interim evaluation, highlighting its impact on fostering innovation within the EU.
The study covered Innovative Europe's programme parts, including the European Innovation Council (EIC), European Innovation Ecosystems (EIE), and the European Institute of Innovation and Technology (EIT) and its Knowledge and Innovation Communities (EIT KICs). The evaluation focused on the programme's achievements, successes, and areas for improvement. The study's methods included desk research, 31 detailed case studies, 7 benchmark analyses, 450 stakeholder interviews, and targeted surveys. Analysis also encompassed microeconometric analysis, macroeconomic modelling, patent, company and network analyses, efficiency indicators analysis and alignment with the Sustainable Development Goals (SDGs).
Key findings evaluate Horizon Europe's effectiveness based on relevance, coherence, efficiency, effectiveness, and added value criteria. Additionally, the study issued a dedicated report on Eurostars-3 partnership, providing nuanced perspectives on its role in advancing innovation across Europe.
