New study on the future of EuroCloud -  strengthening Europe's public sector digital resilience

PPMI | Part of the Verian Group, as part of a consortium led by NTT DATA and joined by Milieu, has kicked off a new study for the European Commission to explore the future of EuroCloud - a European public sector cloud federation. This strategic initiative comes as the EU accelerates its digital transformation and seeks greater resilience, sovereignty, and efficiency in public sector digital services.

About the study

The EuroCloud study aims to provide the European Commission with critical evidence on the legal, organisational, and governance aspects necessary for EuroCloud: a networked approach enabling EU Member States to interconnect and share public sector-owned cloud capacities. Such a framework would allow for more agile deployment of public digital services, enhanced resilience against disruptions, improved trust and data security, and more efficient use of resources across national, regional, and local public authorities.

PPMI's role

PPMI | Part of Verian Group is carrying out the targeted consultation, collecting primary data on existing public sector cloud capacities and their utilisation, as well as challenges experienced by public authorities. This is done through a survey targeting public administrations in all 27 EU Member States, ensuring balanced coverage across local, regional, and national levels.

Why EuroCloud?

Despite significant digital advances, the European cloud market remains dominated by a few non-EU providers. Many public authorities hesitate to adopt third-country cloud solutions due to concerns over trust, security, and extraterritorial legal reach.

EuroCloud responds to these challenges by investigating how public sector-owned cloud resources can be efficiently pooled, shared, and governed across the EU - supporting the Commission's vision for a sovereign, secure, and sustainable European digital ecosystem.

Next steps

The study, which will run for 10 months, will deliver:

  • A mapping of public sector cloud capacities and utilisation
  • A comprehensive analysis of legal and organisational challenges and needs
  • Policy options and a cost-benefit analysis to guide future EU action
