Diagnostic study of early childhood education (ECE) in Georgia: review of access, quality and equity issues and related challenges and gaps for strengthening this level of education

Recently, the Georgian Ministry of Education commenced its large-scale education reform project, “Georgia I2Q - Innovation, Inclusion and Quality Project”, funded by the World Bank. The reform touches on all levels of education, from ECEC to higher education. 

PPMI, the International Step by Step Association (ISSA), Ilia University and external experts supported the Ministry's reform of the ECEC system, by conducting a Diagnostic Study on Access, Quality and Equity of ECEC in the country, This comprehensive study included desk research, interviews with stakeholders (national-level and municipal/preschool level), ECEC classroom observations, and a nationwide survey. The final report included detailed recommendations for the next steps of the reform, as well as examples of interventions from other countries that the Georgian system could build on.
