The Structural Reform Support Service of the European Commission selected a consortium involving PPMI to provide support for structural reforms in EU Member States. Lot 1 of the Multiple Framework Contract covers services related to technical support for the development and implementation of reforms in several policy areas, including governance and public administration, as well as labour market, health and social services. PPMI is one of the leading providers of evaluation, impact assessment and technical support services to EU institutions in these fields.

In cooperation with its partners and external experts, PPMI will assist the administrations of individual EU Member States and the Commission’s services with the development of strategies for reform, the improvement of public policies, the assessment of service provision, as well as the implementation of reform projects and institutional reorganisation. By delivering strategies and recommendations, reports and action plans, training and various documents, PPMI will be able to contribute to the design and execution of reforms related to the Commission’s country-specific recommendations and the achievement of Europe 2020 targets in the framework of the European semester. 

The Structural Reform Support Service, which was created in 2015 to assist EU Member States in designing and carrying out structural reforms, was mentioned in President Juncker’s State of the Union Address. The general objective of the structural support programme is to contribute to institutional, administrative and growth-sustaining structural reforms in EU Member States by providing support to national authorities as part of their efforts to support job creation and sustainable growth.
